10, 11, 12 rounds = 9th round

Join front and back parts together
14th round - ch3, dc1 into sm.ch, dc4, sk2, (dc5, Vst1 into Vst, dc5, sk2) x 5, dc5, Vst1 into Vst, ch10, skip 4 repeats, Vst1 into Vst, dc5, sk2, (dc5, Vst1 into Vst, dc5, sk2) x 5, dc5, Vst1 into Vst, ch10, skip 4 repeats, dc1 between dc of prev.round and chs + hdc1 into 3rd ch
15th round - ch3, dc1 into sm.ch, dc4, sk2, [dc5, Vst1 into Vst, dc5, sk2] to last 5chs; dc5, dc1 between dc of prev.round and chs + hdc1 into 3rd ch
16, 17 rounds = 15th round
Work other rounds like your 15th round using a smaller size crochet hook to about your waistline. After that, use the larger size crochet hook again for about 10 rounds. Then work just one increase round.
Increase round - ch3, dc1 into sm.ch, dc3, dc2 into 1ch, sk2, [dc2 into 1ch, dc4, Vst1 into Vst, dc4, dc2 into 1ch, sk2] to last 5chs; dc2 into 1ch, dc4, dc1 between dc of prev.round and chs + hdc1 into 3rd ch
After the last increase round, crochet rounds using the largest size crochet hook until you reach the desired length of the dress.
Sleeves
Attach the yarn underarms, sl.st.4, dc5, sk2, [dc5, Vst1 into Vst, dc5, sk2] to last 5chs; dc5, sl.sts to end
Neckline
Work sl.sts to end

For the chest circumference 38", I would start the same way and adjust the gauge using larger size crochet hooks. I'd begin with 3.75 mm crochet hook, and then work with 4.00 mm crochet hook. Happy crochet!

Ok honey a couple questions
Ok honey a couple questions if you don't mind... I want to start this dress asap. Not I have 4 med. yarn and I have a 47 bust... Any ideas on that.. I am also just using one color. So will not have to switch through making..

I would add 2 additional repeats to the foundation chain. So, chain 155 chs to work 22 repeats instead of 20 repeats. While joining front and back parts use 7 repeats for each front and back part and skip 4 repeats for each shoulder part. If necessary, use a larger size crochet hook to widen the garment.
