Part 1
Begin crocheting from the bottom to top.
Make a foundation chain of 131 chs or multiples of 11 chs plus 10 additional chs. I do not count one chain. Join it into a ring with a slip stitch.
1st round – sc to end
2nd round – [sc5, ch3, sc1, ch3, sc2, sc dec1] to end
3rd round – [sc4, ch3, sc1 into arch of 3chs, sc1, sc1 into arch of 3chs, ch3, sc1, sc dec1] to end
4th round – [sc3, ch3, sc1 into arch of 3chs, sc3, sc1 into arch of 3chs, ch3, sc dec1] to end
5th round – [sc2, ch3, sc1 into arch of 3chs, ch3, sc5, sc dec1*] to end
*draw the first loop though the arch of 3chs and two more loops through following base chains, then pull the yarn through all four loops on the hook
6th round – [sc1, ch3, sc1 into arch of 3chs, sc1, sc1 into arch of 3chs, ch3, sc4, sc dec1] to end
7th round – [ch3, sc1 into arch of 3chs, sc3, sc1 into arch of 3chs, ch3, sc3, sc dec1] to 1 last repeat; ch3, sc1 into arch of 3chs, sc3, sc1 into arch of 3chs, ch3, sc3, sc dec1**
**draw the first two loops through base chs and one more loop through arch of 3chs, then pull the yarn through all four loops on the hook
8th round – [sc5, ch3, sc1 into arch of 3chs, ch3, sc2, sc dec1] to end
Repeat the pattern starting from the 3rd round until you crochet to your underarms.
Part 2
Add more repeats to work sleeves.
Crochet the increase round like your 8th round.
1st increase round – sc5, sc1 into arch of 3chs, ch31*, sc1 into arch of 3chs, [ch3, sc1 into arch of 3chs, ch3, sc2, sc dec1, sc5] x 5**. . .
*chain 31 or mult. of 11 chs + 9 additional chs (2 x 11 + 9 = 31). To know how many repeats to add, wrap the garment around your upper arm and subtract one repeat.
**5 repeats or half of your total number of repeats skipping one repeat under each arm (12 – 2) : 2 = 5
. . . sc1 into arch of 3chs, ch31*, sc1 into arch of 3chs, [ch3, sc1 into arch of 3chs, ch3, sc2, sc dec1, sc5] x 4, ch3, sc1 into arch of 3chs, ch3, sc2, sc dec1
Crochet the 2nd round like your 3rd round.
2nd round – ([sc4, ch3, sc3, ch3, sc1, sc dec1] x 3, [sc4, ch3, sc1 into arch of 3chs, sc1, sc1 into arch of 3chs, ch3, sc1, sc dec1] x 5) x 2
3rd round = 4th round (body)
4th round = 5th round (body)
5th round = 6th round (body)
6th round = 7th round (body)
7th round = 8th round (body)
8th round = 3rd round (body)
Repeat the pattern starting from the 3rd round using a smaller size crochet hook. To get an off shoulder look, use a larger size crochet hook.
Work the last pattern round as your 3rd round, and then begin working single crochet rounds. Single crochet above sc chains of a previous round and work sc1 into each arch of 3chs. Single crochet your last round. Cut the yarn and secure it on the wrong side of the garment.
Edges
Attach the yarn to the initial foundation chain and sc the bottom edge. Single crochet around each sleeve.

How can I make this beautiful top for an American size 2x or 3x? I understand to add length u add two or more repeat row.

For my project, I used 131 chs or (11 x 11) + 10. If your gauge will be about the same as mine, I would suggest you to work 175 chs or (15 x 11) + 10 for the size 3x using a J/10 hook.
To work the size 2x, I would use also 175 chs, but use a smaller size crochet hook to adjust the gauge. When you crochet to your under arms, use 7 repeats for each front and back parts and skip one repeat under each arm.
If your gauge/tension won't be the same as mine, you may try 197 chs or (17 x 11) + 10. Happy crochet!

I suggest you to practice on a small sample before starting your project. You may make a foundation chain of 32 chs or mult. of 11 +10 and work the first 7 rounds or so.
