Step-by-step crochet instructions
Crochet from underbust down
Step 1
Make a foundation chain of 145 chains or multiples of 16 chains plus 1 additional chain. Join it into a ring with the slip stitch.
1st round – ch3, dc to end plus sl.st.1 into 3rd chain after the starting point
Finish all double crochet rounds with sl.st.1 into the 3rd ch. after the starting point
Step 2
2nd round – ch3, sk3, [Vst1, sk3] to end; dc1, ch1, dc1 into 3rd ch.
3rd round – ch3, [sk4, ((dc1, ch1)x 2, dc1) into 1 chain, sk4, Vst1] to last 9 chs; sk4, ((dc1, ch1)x 2, dc1) into 1 chain, sk4, dc1, ch1, dc1 into 3rd ch
4th round – ch3, sk4, [Vst1, sk4] to end; dc1, ch1, dc1 into 3rd ch
5th round – ch3, sk4, Vst1, sk4, dc5 into 1ch, [(sk4, Vst1)x 3, sk4, dc5 into 1ch] to last 9 chs; sk4, Vst1, sk4, dc1, ch1, dc1 into 3rd ch
6th round – ch3, [sk4, dc1, ch3, sk2, dc2 into 1ch, dc1, ch1, sk1, dc1, dc2 into 1ch, ch3, sk2, dc1, sk4, Vst1] to last repeat; sk4, dc1, ch3, sk2, dc2 into 1ch, dc1, ch1, sk1, dc1, dc2 into 1ch, ch3, sk2, dc1, sk4, dc1, ch1, dc1 into 3rd ch

Step 3
16th round – ch3, dc3, [(sk1, dc4) x 8, dc5] to last repeat; [(sk1, dc4) x 8, dc1 + sl.st.1 into 3rd ch
17th round – ch4, [sk1, dc1, ch1] to last 1ch; sk1 + sl.st.1 into 3rd ch
18th round – ch2, CL*, [ch1, sk1, CL1] to last 1ch; ch1, sk1 + sl.st.1 into 3rd ch
19th round = 17th round
20th round – ch3, [dc36, dc2 into 1ch] to end + sl.st.1 into 3rd ch
21st round = 17th round
Step 4
Work dc rounds and increase 8 chains to have 160 chains in total or any other number dividable by 16 if you want the bottom of the dress to be wider.
22, 23 rounds = 1st round
24th round – ch3, [dc37, dc2 into 1ch] to end + sl.st.1 into 3rd ch
25, 26, 27 rounds = 1st round
28th round – ch3, [dc38, dc2 into 1ch] to end + sl.st.1 into 3rd ch
29 – 47 rounds = 1st round
48, 50, 52, 54 rounds = 17th round
49, 53 rounds = 1st round
51st round = 18th round
Step 5
Repeat the 14 rounds of step 2.
69, 73 rounds = 3rd round
70, 72, 74 rounds = 4th round
71st round – ch4, dc1 into sm.ch, [sk4, Vst1, sk4, ((dc1, ch1)x 2, dc1) into 1 chain] to last repeat; sk4, Vst1, sk4, dc1, ch1 + sl.st.1 into 3rd ch
75th round – ch4, dc1 into sm.ch, [ch3, sk4, dc1, ch3, sk4, (sc1, ch4, sc1) into 1ch, ch3, sk4, dc1, ch3, sk4, ((dc1, ch1)x2, dc1) into sm.ch] to last repeat; ch3, sk4, dc1, ch3, sk4, (sc1, ch4, sc1) into 1ch, ch3, sk4, dc1, ch3, sk4, dc1, ch1 + sl.st.1 into 3rd ch
76th round – [ch2, ((dtrc1, ch1)x 6, dtrc1) into arch of 4 chs, ch2, sk9, sc1] to last repeat; ch2, ((dtrc1, ch1)x 6, dtrc1) into arch of 4 chs, ch2, sk9 + sl.st.1
77th round – [sl.st.2, ch5, sk1, (dc1, ch2, sk1)x 6, dc1, ch2, sk3, (dc1, ch2, sk1)x 7] to end + sl.st.1 into 3rd ch
78th round – [sl.st.1, [(sl.st.1, ch3, sl.st.1) into 1ch, sl.st.1] to end
Step 6
Work from the underbust up
Attach the yarn to the initial foundation chain and work five double crochet rounds increasing four chains. After that you should have 148 chains.
Step 7
Front part
Work ¼ of your total number of chains. Decrease one chain from the neck side and two chains from the arm side.
1st row – ch3, dc1 into sm.ch, dc to end + RC2
2nd row – h4ch, dc to last 3 chs; dec 2chs + RC2
3rd row – h4ch, dec1, dc to last 2 chs; sk1, dc1 + RC2
Alternate the 2nd and 3rd row
Work the second front part like a mirror reflection to the first one.
Two back parts work like the two front parts.
Edges – work slip stitches to end.
Step 8
Openings for the tie
Crochet on the neck edge of each of the front and back parts.
Make 6 chs,[trc1, ch1] until you have about 10 triple crochets. Crochet or sew it to the wrong side of each part.
Tie
Make a foundation chain of 322 chs and crochet in the round, working slip stitches into both loops of the foundation chain.

'ch1 dc ch1 dc before dc into the starting chain' is not the end of the 3rd round accordingly to the written instruction, please read it again. I believe you meant - ((dc1, ch1)x 2, dc1) into 1 chain, then watch carefully the video starting from about 5:05 to see how to finish the 3rd round correctly. You may attach a picture of the end of your 3rd round (as close as possible). That way it will be easier to understand what might be wrong. I will be glad to help you out.

In my last ch3 space I have to work dc1 ch3 dc1 before sk4, dc1, ch1, dc1 into 3rd ch. In your video, you ((dc1, ch1)x 2, dc1) into 1 chain, before sk4, dc1, ch1, dc1 into 3rd ch. I attached a photo to show you.

Thank you for attaching a very clear picture. Since you ended the 2nd round correctly, then I think we have a different number of repeats/Vsts.
For the 2nd round, my repeat is 4 chs or I worked 1ch and skipped 3 chs. Into 144chs go 36 repeats/Vsts or 144 chs / 4 chs = 36 repeats. So, for the 2nd round, I had 35 repeats/Vsts and one repeat = initial ch3 of the round and last dc1, ch1, dc1 into 3rd ch.
For the 3rd round, I worked one repeat/[shell & Vst] above 2 Vsts of the prev. round. So, I had 17 repeats and one repeat = shell and first ch3 of the round & dc1, ch1, dc1 into 3rd ch.
If you have the same number of repeats, then maybe you worked somewhere two Vsts or 2 shells in a row instead of alternating them.

My 2nd round I counted I had
My 2nd round I counted I had 36 repeats/Vsts. How does that happens since I follow exactly 145 ch as yours. !!!! I'm confused :(
