Crochet from underbust down
Step 1
Make a foundation chain of 145 chains or multiples of 16 chains plus 1 additional chain. Join it into a ring with the slip stitch.
1st round – ch3, dc to end plus sl.st.1 into 3rd chain after the starting point
Finish all double crochet rounds with sl.st.1 into the 3rd ch. after the starting point

Step 6
Work from the underbust up
Attach the yarn to the initial foundation chain and work five double crochet rounds increasing four chains. After that you should have 148 chains.
Step 7
Front part
Work ¼ of your total number of chains. Decrease one chain from the neck side and two chains from the arm side.
1st row – ch3, dc1 into sm.ch, dc to end + RC2
2nd row – h4ch, dc to last 3 chs; dec 2chs + RC2
3rd row – h4ch, dec1, dc to last 2 chs; sk1, dc1 + RC2
Alternate the 2nd and 3rd row
Work the second front part like a mirror reflection to the first one.
Two back parts work like the two front parts.
Edges – work slip stitches to end.
Step 8
Openings for the tie
Crochet on the neck edge of each of the front and back parts.
Make 6 chs,[trc1, ch1] until you have about 10 triple crochets. Crochet or sew it to the wrong side of each part.
Tie
Make a foundation chain of 322 chs and crochet in the round, working slip stitches into both loops of the foundation chain.

'ch1 dc ch1 dc before dc into the starting chain' is not the end of the 3rd round accordingly to the written instruction, please read it again. I believe you meant - ((dc1, ch1)x 2, dc1) into 1 chain, then watch carefully the video starting from about 5:05 to see how to finish the 3rd round correctly. You may attach a picture of the end of your 3rd round (as close as possible). That way it will be easier to understand what might be wrong. I will be glad to help you out.

In my last ch3 space I have to work dc1 ch3 dc1 before sk4, dc1, ch1, dc1 into 3rd ch. In your video, you ((dc1, ch1)x 2, dc1) into 1 chain, before sk4, dc1, ch1, dc1 into 3rd ch. I attached a photo to show you.

Thank you for attaching a very clear picture. Since you ended the 2nd round correctly, then I think we have a different number of repeats/Vsts.
For the 2nd round, my repeat is 4 chs or I worked 1ch and skipped 3 chs. Into 144chs go 36 repeats/Vsts or 144 chs / 4 chs = 36 repeats. So, for the 2nd round, I had 35 repeats/Vsts and one repeat = initial ch3 of the round and last dc1, ch1, dc1 into 3rd ch.
For the 3rd round, I worked one repeat/[shell & Vst] above 2 Vsts of the prev. round. So, I had 17 repeats and one repeat = shell and first ch3 of the round & dc1, ch1, dc1 into 3rd ch.
If you have the same number of repeats, then maybe you worked somewhere two Vsts or 2 shells in a row instead of alternating them.

My 2nd round I counted I had

My 2nd round I counted I had 36 repeats/Vsts. How does that happens since I follow exactly 145 ch as yours. !!!! I'm confused :(
I will try to restart again and see what happen.
