Make a foundation chain of 108 chain stitches or multiples of 10 chains plus 8 chs. All the chains were counted including the chain on a hook.
Join the very last chain of the foundation chain and first one with the slip stitch to continue crocheting in the round.

Increase 10 chains

You should have 170 chs in total.
Step 11
Repeat the step 8 until you crochet the desired length of the fabric. After you repeat the 6 rounds twice, continue crocheting the pattern using a larger size hook to make the garment wider.
Step 12
Edges/Borders
Work sc for the bottom, neck, and sleeve edges.
For those who plan to add sleeves to the blouse, attach the yarn, and work the 6 rounds (step 8) starting from the 21st round.

I would like to do this blouse but before I start the project ,how should I decide how many chains do I need to do for person having head circumference as 21 inches and bust 31inches and waist as 33 inches. Please guide me with this. Thank you in advance:)

Since it is a top-down

Since it is a top-down crochet technique. I would recommend you to start crocheting totally the same as I did, but crochet fewer rounds before joining the front and back parts together. Then follow the pattern exactly again, but work fewer repeats. Happy crocheting!

Thanks for the good question. Yes, you may make it as a dress. It depends on how wide you want to make the bottom. In step 10 you may increase more than 10 chains (any number multiples of 10 chs). The other way to widen the garment is to use a larger size crochet hook. Then you may repeat the pattern until you reach the desired length of the dress. Happy crocheting!

First, thank you for showing us how to make such beautiful blouse. I love it so much :)
Next, I must confess that I'm stuck after finishing the 21st round. This is my problem: I have a quite big belly so I decided to skip the belt part. I've tried to use a larger hook as you suggested but, since I skipped the belt part, the pattern became not very nice (i.e. half the diamond is smaller than the other). So, can I use the increase/decrease technique to widen the garmen? If yes, please show me how to do it. ( I tried to increase like in the step 5 but it was a mess then)

If you do not want the belt part, it is necessary to skip steps 9 and 10 and go to step 11 (repeat step 8). You do not have to increase chains. I'm not sure what you mean by 'half the diamond is smaller than the other'. You may upload the picture, and I'll look at it.
