You should have 170 chs in total.
Step 11
Repeat the step 8 until you crochet the desired length of the fabric. After you repeat the 6 rounds twice, continue crocheting the pattern using a larger size hook to make the garment wider.
Step 12
Edges/Borders
Work sc for the bottom, neck, and sleeve edges.
For those who plan to add sleeves to the blouse, attach the yarn, and work the 6 rounds (step 8) starting from the 21st round.

Thanks for the good question. I crocheted with the smaller size hook from the initial foundation chain about to the waist line and then I used a larger size crochet hook to make the bottom of the blouse wider (step11). Happy crocheting!
